New Orleans Considers Evacuation AS TS Gustav Heads To Gulf

With Tropical Storm Gustav swirling near Cuba and likely to enter the Gulf of Mexico as a hurricane this weekend, Louisiana Gov. Bobby Jindal said an evacuation could begin as early as Friday -- three years to the day after Katrina inundated New Orleans.

Jindal said he had activated the state's catastrophic action team and could declare a state of emergency as early as Thursday. He also put the Louisiana National Guard on alert.

"We all need to be prepared and ready to respond, from the citizen level and at every level of government," Jindal said.

Jindal, elected as governor in October 2007, is hoping to avoid heavy criticism that fell on his predecessor, Kathleen Blanco, for not reacting quickly enough after Katrina.

Federal agencies and the New Orleans city government also faced the wrath of residents over their response to the disaster, while President George W. Bush was criticized for his role, including his initial decision to view the devastated city only from the air.

After Katrina, chaos broke out in New Orleans as stranded flood victims waited days for help. Many residents who fled the hurricane have not returned.

On Wednesday, Gustav drifted away from Haiti and the Dominican Republic after killing 16 people. Forecasters warned the storm may still become a dangerous hurricane in the Gulf of Mexico, with their models showing it most likely on track to hit anywhere from the Florida panhandle to Texas.

Jindal said if the threat continues, his state could make 700 buses available for assisted evacuations, which could begin on Friday for people who need help due to medical or other conditions.

He advised other residents of the southern parishes to review their own emergency plans and be prepared to evacuate if an order is given.

The state's Office of Emergency Preparedness held a conference call on Wednesday afternoon with the presidents of all area parishes and emergency personnel to review current conditions and disaster plans.

The Louisiana SPCA announced it would shut down its shelter and begin evacuating the animals to other shelters.

Computer Problems Causing Flight Delays Across Unites States

Flights all across the Unites States have been delayed due to a computer problem slowing down the process of approving flight plans.

The facility south of Atlanta was having problems processing data, requiring that all flight-plan information be processed through a facility in Salt Lake City, Utah -- overloading that facility.

The two facilities process all flight plans for commercial and general aviation flights in the United States, said FAA spokeswoman Kathleen Bergen.

The administration said there are no radar outages and said they have not lost contact with any planes. The roughly 5,000 flights that were in the air when the breakdown happened were not affected -- just those that were waiting to take off.

FAA officials said there were no immediate safety problems. The bulk of the problems were centered on Boston, Chicago and other airports in the East, the FAA said.

The FAA said communication with planes hasn't been affected, and those aircraft with approved flight plans are proceeding normally.

DHS Press Release: Americans Urged to Prepare For Emergencies During National Preparedness Month

Contact: 202-282-8010

The U.S. Department of Homeland Security's Ready Campaign (www.ready.gov) is sponsoring the fifth annual National Preparedness Month (NPM) in September with support from more than 2,700 NPM coalition members, the largest amount to date. NPM coalition members, consisting of national, regional, state, and local organizations, will combine efforts throughout the month of September to encourage all Americans to take steps to prepare for emergencies before they happen.

"National Preparedness Month is an important reminder about each American's civic responsibility to prepare for emergencies," said Homeland Security Secretary Michael Chertoff. "Those with the capacity and wherewithal to help themselves must do so in advance, so that in the event of an emergency, responders can first assist those who are unable to tend to themselves. From wildfires and earthquakes in California, to hurricanes and tropical storms along the Gulf Coast, to flooding in the Midwest, recent events remind us more than ever that we must prepare ourselves and our families for a disaster. This is the time, each year, when every American should ask the question, 'Am I ready?'"

The Ready Campaign and Citizen Corps (www.citizencorps.gov) are encouraging individuals across the nation to take important preparedness steps that will greatly improve their ability to survive and recover from all types of emergencies, whether natural or man-made. These steps include getting an emergency supply kit, making a family emergency plan, becoming informed about the different emergencies that may affect them, and getting involved in community preparedness and response efforts.

NPM coalition members are encouraging Americans to prepare for emergencies in their homes, businesses, schools, and communities by hosting events such as seminars, fairs, community outreach events, workshops, webinars, and trainings. For a complete list of events, please visit www.ready.gov.

Senate Homeland Security and Governmental Affairs Committee Chairman Joseph I. Lieberman and Ranking Member Susan M. Collins, along with House Homeland Security Committee Chairman Bennie G. Thompson and Ranking Member Peter T. King, will serve as honorary Congressional Co-Chairs of NPM 2008. They will lead the effort to increase public awareness about the importance of emergency preparedness on Capitol Hill and throughout the country.

For more information on the Ready Campaign and NPM, please visit www.ready.gov or www.listo.gov. Individuals can also call 1-800-BE-READY or 1-888-SE-LISTO for more emergency preparedness information.

February 2008 marked the Ready Campaign's fifth year at the Department of Homeland Security. Launched in 2003 in partnership with The Advertising Council, Ready is designed to educate and empower Americans to prepare for and respond to emergencies, including natural disasters and potential terrorist attacks. It has proven to be one of the most successful campaigns in Ad Council's more than 65-year history. Since its launch, the campaign has generated more than $756.5 million in donated media support. Individuals interested in more information about family, business and community preparedness can visit www.ready.gov.

In Oklahoma, State heath officials are confirming that one person has died and dozens of others are sick after eating at an area restaurant with an illness that may be related to E. coli bacteria.

State Health Department spokeswoman Leslea Bennett-Webb says at least 10 people were taken to a Tulsa hospital after eating at a restaurant in Locust Grove.

A spokeswoman at St. Francis Hospital confirms one person has died. That person's name hasn't been released.

Leslea Bennett-Webb, communications director for the Oklahoma Department of Health says 12 to 20 other people in Beggs, Pryor and Bixby were treated at various other hospitals. She says there have been discussions the illnesses are related to E. coli but it hasn't been confirmed.

Bennett-Webb said St. Francis notified the Health Department about the illnesses Friday, which is a very severe and bloody form of diarrhea, she said.

However, she said, between 12 to 20 more people in Beggs, Pryor and Bixby were treated at various northeast Oklahoma hospitals with similar symptoms this past week.

"This is a huge puzzle we're figuring out," Bennett-Webb.

Bennett-Webb said the restaurant and other areas and establishments in Locust Grove were inspected Sunday.

"We're looking everywhere," Bennett-Webb said.
